The effect of transport policies on car use: Theory and evidence from Latin American cities
Latin American cities have tried different policies to get people out of their cars. In 1989, authorities in Mexico City introduced a driving restriction program, Hoy-No-Circula, that prevents most drivers from using their vehicles one weekday per week. More recently, in 2007, authorities in Santiago embarked in a city-wide transportation reform, Transantiago, to improve and increase the use of...
متن کاملThe Effect of Transport Policies on Car Use: A Bundling Model with Applications
In an effort to reduce pollution and congestion, Latin American cities have experimented with different policies to persuade drivers to give up their cars in favor of public transport. Borrowing from the bundling literature, the paper presents a novel model of vertical and horizontal differentiation applied to transport decisions: households differ in their preferences for transportation modes ...

Previous work shows that policies that subsidize new vehicles and tax size, miles, or gasoline efficiently reduce pollution. Less is known about their distributional effects. This paper examines distributional effects by estimating the joint demand for vehicles and miles, using the Consumer Expenditure Survey. Greater price responsiveness among low-income households enhances progressivity of ga...

Urban areas play a key role in the development of European territories, and it is essential for them to be sustainable and efficient. However, the European cities are facing some challenges related to certain trends that are threatening their sustainable development and operational efficiency. In this paper, we compare the contribution of three policy measures—cordon toll accompanied by public ...
متن کاملEfficient Car Recognition Policies
Many tasks require an imaging system to identify an object, such as the type of a car; in many cases, it is critical to make this identification quickly, as well as accurately. This paper addresses the challenges of producing recognition systems that consider both of these objectives. In general, an “(recognition) policy” specifies when to apply which “imaging operators”, which can range from l...
